CEO Joel Wamalwa Faces Heat Over Slow Water Projects Amid Political Donations
Lake Victoria North Water Works Development Agency (LVNWWDA) CEO Joel Wamalwa is facing growing scrutiny following a tough inspection by Water Cabinet Secretary Eng. Eric Muga.
During the inspection of the Shitoli and Lubao water projects on Wednesday, the CS encountered serious inconsistencies. When he asked if 2.8 kilometres of pipeline had been laid, one official confirmed the figure. The contractor claimed 6.6 kilometres had been done. A site agent later returned to the 2.8-kilometre mark. The CS demanded to know who was telling the truth.
The Cabinet Secretary also noted that the projects were moving slowly despite the fact that contractors had already received advance payments. He made it clear that lack of funds was not the problem.
These findings have put CEO Joel Wamalwa squarely on the spot. The latest embarrassment comes at a time when the CEO has been making high-profile donations, including over 70 bags of cement to various churches in recent weeks.
The combination of slow-moving water projects, conflicting progress reports, and visible political-style donations has revived earlier concerns about how resources under LVNWWDA are being managed, especially as Wamalwa has openly shown interest in elective politics in Likuyani.
Questions on the ground:
Why are officials under Wamalwa’s agency giving the Cabinet Secretary conflicting figures on the same project?
How can projects drag when advance payments have already been made?
Is it proper for the CEO of a water agency to be making large public donations while key projects under his watch are underperforming?
Are water project resources and activities being mixed with political mobilisation?
Should an agency boss eyeing political office continue overseeing multi-million shilling public water projects?
Residents are watching closely. Water projects should deliver water — not confusion and political optics.
Stay informed. Stay ahead.
