From 100% Spent to 29% Left Idle – Likuyani NG-CDF in Sharp Decline Under Mugabe
Likuyani – A clear four-year trend has emerged in Likuyani NG-CDF since Hon. Innocent Mugabe became MP in 2022: perfect spending in the first two years, followed by a dramatic collapse.
According to the Auditor-General’s official report for the year ended 30 June 2025:
2022/2023 (Mugabe Year 1) : Allocated Ksh 145,087 ,603→ 100% of funds spent
2023/2024 (Mugabe Year 2) : Allocated Ksh 175,361, 810→ 100% of funds spent
2024/2025 (Mugabe Year 3) : Allocated Ksh 179, 441, 954→ only 71% of funds spent ( Ksh 128,000,000, leaving 29% idle (Ksh 78.95Million includes money carried when he took office)
In the latest financial year alone, nearly one-third of the money available to the constituency was not used.
The report was tabled in Parliament on 11 February 2026.
Questions on the ground:
Why did spending fall so sharply from perfect 100% to just 71% in Mugabe’s third year?
Which approved projects were delayed or dropped while millions sat idle?
Are we seeing the beginning of a worrying new pattern ahead of the 2027 elections?
Likuyani Digest will continue tracking how this unspent money is handled. Communities deserve clear answers on why nearly 29% of public funds meant for development were left untouched.
