Barasa Dismisses Senate Ranking as Distorted and Unfair
Kakamega Governor Fernandes Barasa has totally rejected the Senate’s county fiscal performance ranking, describing the indicators used as fundamentally flawed.
In a detailed response, Barasa said the parameters applied by the Senate are skewed and inaccurate, producing a distorted picture of how county governments are performing and delivering services.
He argued that a Governor cannot fairly be judged as underperforming simply because the county’s source of revenue is low. He also rejected the idea of ranking a Governor poorly because Members of the County Assembly use funds to travel abroad, noting that County Assembly expenditure is controlled by the Speaker and not the Governor.
On incomplete projects, Barasa maintained that he cannot be ranked as incompetent or placed last while several projects are still ongoing.
The Governor further noted that Kakamega is unique, saying residents often go to hospitals expecting to be given waivers.
Barasa strongly criticised the use of absorption rate as the main measure of performance, stating that absorption is not the best method of assessing a county’s delivery of services. He called for a review of the indicators used by the Senate.
Questions on the ground:
Are the Senate’s assessment parameters fair across all counties?
Should low own-source revenue automatically lower a county’s ranking?
Is absorption rate the right way to measure performance?
How much control do governors actually have over County Assembly spending?
Will this ranking shape public perception ahead of 2027?
Stay informed. Stay ahead.
