Museveni Reveals Jirongo Exposed Fuel Middlemen
Ugandan President Yoweri Museveni has named the late former Lugari MP Cyrus Jirongo as the person who first alerted him about middlemen in Uganda’s fuel procurement through Kenya.
In a statement released on Sunday, September 20, 2026, Museveni said Jirongo informed him around 2019 that Uganda was buying petroleum products through intermediaries in Kenya instead of dealing directly with suppliers.
“It was a Kenyan Senator called Jirongo who told me this around 2019. I immediately tasked the then Minister Irene Muloni to sort out that mess,” Museveni said.
He noted that despite the warning, nothing changed until 2023 when Uganda entered into a new arrangement with global supplier Vitol. According to Museveni, the new deal significantly reduced the prices Uganda was paying for diesel, petrol and aviation fuel.
The revelation has sparked fresh debate in Kenya over the role of middlemen in regional fuel deals, even though Museveni’s account refers to events that happened before Kenya’s current Government-to-Government (G2G) fuel importation framework.
Jirongo, a former Lugari MP and Cabinet Minister, died in a road accident in December 2025.
Questions on the ground:
Why did it take Uganda four years to act on the information Jirongo provided?
How will this revelation affect the ongoing debate on Kenya’s G2G fuel deal?
Will Kenyan authorities investigate the middlemen referred to by Museveni?
Stay informed. Stay ahead.
